Abstract
There are plenty of measures to negotiateappropriately. Motivating the public to tackle communal affairsvia appropriate negotiation is the main request delivered by thesocialist negotiatory democracy. In order to implement it, theProvincial CPPCC in Jiangsu pioneered an innovative way byextending the unique advantages of themselves. As a particularconsultative body to the basic governance practice, theProvincial CPPCC creates a new function and builds a practicalplatform to promote actual negotiation. It develops thedefinition of primary negotiation and creates a chance for basalCPPCC to boost grassroots governance. This approach hasspecific universal outreach value. It has solved many complexproblems that emerged before and has drawn much attentionfrom the academic and practical circles.
