Abstract—
The European Union (EU) is committed to improving the lack of communication and lack of flexibility in the tendering process. Traditional tendering approaches can no longer meet the needs of current public construction procurements in complex execution environments. The competitive dialogue (CD) procedure was published by the EU as a new procedure for awarding public contracts in 2004. Introducing CD procedure as a new tendering approach will be a challenge for a country that tries to improve its contracting system. This article reviews the advantages of using CD and the implementation conditions by some countries, and then analyzes the successful factors and the difficulties those have been encountered by different countries. Finally, this article discusses the feasibility of implementing CD in Taiwan. The research outcomes are valuable for the countries who try to consider CD as a possible solution in their contracting systems.
